When Simon decides to blow the tunnel to drown McClaine, he grabs a briefcase bomb out of the trunk of a car. It was the same bomb that John and Zeus had disarmed in the fountain, and Zeus had given to the fake cops outside of the Federal Reserve. The fake cops are standing around there when Simon grabs it.
