The character is stated in the detail page as Bill Pogue (https://airandspace.si.edu/stories/editorial/remembering-william-reid-%E2%80%9Cbill%E2%80%9D-pogue). As member of the Apollo Group 5 he had a very good chance to be on Apollo 19, which was at that point not yet assigned. Anyway, Pogue wasn't member of the Apollo 13 support crew, he served for Apollo 11 and 14, and fly up for Skylab Mission 3.
Not sure if the IMDB info is confirmed anywhere, but if then it is likely a nod for his work as entertaining author regarding space flights.
