We didn't see a body (at least I didn't). He kind of dived under the car he was in front of. The thing about the X-files is anyone can be killed, and just like that, they come back. The CSM has been killed more than a few times. We seen him hit with a missile and his body burned. If they can bring him back, no problem for Skinner.
shareWell, we don't know that for sure. We saw him drop to the ground before the cars connected then saw only his legs sticking out from underneath.
I think the series finale was written in such a way as to leave a lot of 'wiggle room' for any subsequent seasons.
Gillian Anderson announced the end of her time in the series. Scully's pregnancy allows her character to remain off-stage and unseen as she tends to their child.
William is still alive and could be integral to any new storylines. It could set up a 'Fugitive'-style format where Mulder deals with a MOTW but periodic episodes deal with his attempts to find William.
Or, he even becomes the focus of any new seasons, with Mulder making the occasional appearance.
Is CSM really dead or just stunned from the impact of bullets against a bullet-proof vest?
Is Skinner really dead? Maybe he is fired from the FBI for not following his orders from Karsh and goes on to become Mulder's new partner in subsequent seasons.
Any competent script writer could continue the series... whether they SHOULD is a matter of opinion. Me personally, I'm hoping the series is done.
