The Changes in the Districts.

There's a lot of things about the rule change that don't make sense.

Why did the league make the changes, but then didn't enforce it? If they did it to break up the Hawks and create more even teams or to help district five, then why didn't they make that happen at the start of the season? And wouldn't some of the people involved not like that they put some rich suburb kids with the inner city team? And were other kids involved besides Banks? If they weren't, then why change the rule for one kid who didn't want to leave the Hawks?

Then for the coaches. First, if Coach Riley knew about the rule change, why didn't he fight like crazy to prevent it? Certainly he would have had enough clout within the league to convince whoever was running the league to forget about it. Also his best player was the son of a high priced lawyer. And if he didn't know about it, then the people who passed it would have done so because they thought it was important and didn't want him interfering. But again, then it wouldn't have made sense for them not to enforce it. The rule was known. Hans knew about it, and told Gordon.

Also the previous coach of district 5 should have pointed it out and improved his team. They had a coach at the start of the season who had a heart attack. So obviously he cared about the team and would have known about a rule change that would have greatly benefited them.

Coach Riley didn't strike me as the kind of guy would have hesitated to use his influence, especially when not doing so would cost him his best player. Remember he went so far as to make a deal with Bombay's employer and sponsor to get him to threaten Bombay's job if he didn't drop the matter. And if he did care about positive press, then why not let Banks go at the start of the season? Instead if just seemed like no one knew about this rule change except for Hans. Someone within the league had to make the rule, but there was no follow up on it.

1) I have a feeling the old coach didn't really care that much and didn't bother following up on the district change
2) I'm guessing that when they made the change no one noticed that Adam was out of district, as Mr. Banks said everyone in Bank's family had been Hawks and therefore it was a logical assumption from his perspective that Adam would be on the Hawks (never even considered that they were out of district)
3) The League probably made the change because they felt that all of the rich kids (who were more likely to be involved in Hockey as being a Hockey player is a financial burden) were in the same district and therefore it wasn't fair to District 5 and some of the poorer subdivisions. It was probably the responsibility of the Coach/parents to make sure that all of the players lived within district and were playing for the right team
4) It seems that Banks was the only person this affected, there may have been other instances with other districts being redrawn but chances are the coaches caught it or cared to look into it before the season started
5) Whether Adam wants to be on the Hawks or the Ducks is irrelevant, they aren't going to just change the rules to make one rich kid happy, that's not how life works
