I think he knew he was going to die, and probably preferred it that way. His friends were gone, the money was probably gone. I think he was going to surf the 50-Year Storm and basically go out as he lived.

Fully possible Bodhi washed up ashore on the next beach down the way. The end can be interpreted however ya please. (he's definitely dead, he wanted to die, Bodhi was killing himself, suicide by wave.) But ye gods may have had other plans for him. Maybe he becomes the Silver Surfer.
