Why did Kevin say that he didn't mean it when he was looking at his family's picture?

I mean Buzz got him in trouble, and he got away with it and Kevin had to pay the price. Why did he apologize when he wasn't at fault?

Because Kevin did have moments where he acted out of line such as lunging towards Buzz after being told the cheese pizza is all gone.

Buzz ate Kevin's cheesepizza on purpose to provoke him. Buzz got him in trouble.

Kevin also did call his mother a dummy while being sent up to bed, if I did that to my mother she would've paddled my bottom for that.
