Who was worse between Vogel or Donovan?

I've thought Donovan was the worst of the two because he shot Henry Jones Sr. and betrayed Indy, I've personally liked Vogel more because he's the funnier of the two bad guys.

I also felt Donovan was more menacing and corrupted between these two, I don't blame Elsa for turning her back on him towards the end.

Donovan for being a snake in the grass.

I mean that Vogel was exactly what he presented himself to be, but Donavan was a wolf in sheep’s clothing. The devil you know is always better than the devil you don’t…
We all knew what Vogel was from the jump, which takes a bit of the edge off his character, imo, still a great villain though.
