More-or-less.
It's from the 1977 prison film "Short Eyes" by Robert M. Young, at approx 24 min. where a black inmate breaks up a fight between convicts and tells them "There ain't nobody here willing to give up nothing but hard times and bubble gum. And you know they don't allow chewing gum in the joint".

Nah, that line is slightly similar.

No connection and no copying. Roddy Piper owns that line.
