Evil aside Hans was the best.

Hans for sure. Remember, Simon wouldn't blow up a school: "I'm a soldier. Not a monster." Hans wouldn't think twice about blowing up a school if it made his plan work easier. In fact, I get the impression that Simon would have preferred a minimum of casualties if possible.

Great observations andrewmcdonaldgloucester.

I like the exchange in 'Die Hard with a Vengeance' between McClane and Simon, where McClane calls Simon's brother an a hole. Simon laughs in agreement and concurs that McClane has 'got [Han's] number'. I like to think that Simon is implicitly acknowledging that his brother was relatively cruel and extreme in his methods in comparison to himself.

I think Hans was the more evil of the two. Not only is Hans more ruthless and less compassionate than his brother, Simon agreed with John on his brother being an A-hole, or as the TV-friendly version puts it, an animal. Either way, Hans is still the better character between the two.
