Why did they made Super Man IV with Globus/Golam?

The previous films (even Sperman III) was made with a major cinematic producer, this one was made with a Z class movie producers (this guys are the same master of the universe, iron eagle, the aplle, etc. It is like requesting Ed Wood for making 1959 remake for gone with the wind.

The Salkinds sold the rights after Superman 3/Supergirl. Canon bought them.

I'm fascinated by the manner for which the Christopher Reeve Superman movies were produced in the first place. From my understanding, those movies including Superman IV were technically, independently produced. In other words, Warner Bros. or any other major studio were not involved within the creative process. So what happened was that Warner Bros. had optioned the Superman films on a negative pick-up deal, where they would write the producers (such as the Salkinds and presumably, later Cannon) a check once the movies were done.

Warner Bros. at the time didn't own the full film rights to Superman, which didn't occur until around 1993. Warner Bros. really weren't obligated to produce or distribute anything relating to Superman prior to Lois & Clark. To give you a better idea, the 1984 Supergirl movie was a Tri-Star release and the Superboy TV series was distributed by Viacom.

Cannon had nothing to do with Iron Eagle. Just wanted to point that out.

The Salkinds sold the rights after Superman 3 and Golan-Globus of Cannon picked them up. They wanted to go on to bigger and better things, but the problem was that Golan would have all these films in development at once and rush everything along. You can do that with films on low budgets, but with a film like this, you need to take your time with the special effects.

Cannon's philosophy for making films was "quantity over quality". All that they knew was that their movies were made very fast, on the cheap and efficiently. So of course, what are going to expect, from the studio that was best known for low-grade Chuck Norris, Charles Bronson action movies or the American Ninja saga. It sort of would be like asking Roger Corman to produce a big budget superhero movie (which he kind of did with the 1994 Fantastic Four movie, that was never properly released).

The Salkinds had seen a law of diminishing returns with Superman III and in particular, 1984's Supergirl and they must've figured that they took the franchise as far as they could. The Salkinds were also reeling from the underperformance of Santa Claus: The Movie, so they needed some fast money. They actually sold the Superman film rights to Cannon at the 1985 Cannes Film Festival for about $5 million.

Globus/Golam was a huge movie company back in the 80s. So many movies we all saw had their logo in the opening credits.
