I always assumed it was Riggs, based on his lines earlier in the film, something like:
“I didn’t know it was your birthday … maybe if we live long enough I can buy you a present”
Riggs had come back at some point to drop off the present and the porno video
Yes it was Riggs, who also left the VHS tape of Murtaugh's friend's daughter with other girls in the shower I think.
