Do you think Mark Watson got off easy for the fraud he committed in the film?

If he did not make restitution he probably would have been hit much harder.

I realize this is a comedy and it's easy to brush off things that don't make sense.

I was thinking he would never be called to the bar in any state because of the fraud, even if he was never charged. A college like Harvard would have to, at the very least, keep some sort of letter of reprimand on his file. This reprimand would be used against him when trying to get called to the bar.

Well, he did learn a lesson and he seemed sorry for what he did.

That doesn't change the fact that he committed fraud. Most people would face criminal charges in those circumstances.
