Why doesn't it just rise the gate?

When Sarah pulls down the gate so the Terminator can't reach her, why doesn't the Terminator just rise it back up and then it'd be free to murder Sarah easily?

Why try to reach Sarah instead of just pulling up the gate?

It's not like Sarah locks it, and it looks flimsy anyway, probably easily breakable by a machine with that kind of power.

Why just 'reach' when it could do so many much better and effective things? Is this thing programmed to be an effective murder machine or not?

Because it made for a more exciting scene the way it played out.
