Some people say that everyone in that cop car was killed in the crash but I don't think they were, first of all it was never confirmed, secondly I could see someone surviving that crash, sure they would most definitely be in need of serious medical treatment but it didn't appear to be a clear cut fatal car crash.

if you watch scene closely, rambo rams the cop car that has robert cathcart and cops in it. the cop car then goes off road and crashes into car parked on side of road. now, if you watch close, the parked car explodes on fire, while car with robert and cops in it spins off crashes without fire - they survives. i presume car parked on side of road is empty.
