Why does Brackett keep saying Loomis let him out?

I never understood that, he says it multiple times in the movie, and when he finds out Annie's dead he starts blaming Loomis "Damn you, what have you done? You let him OUT!".

I mean how the fuck did Loomis let him out exactly? Loomis was driving to Smiths Grove to get him and transport him to another town to get him before a judge or something, and when they got to the front gate he had already escaped, patients was walking around everywhere, and Myers stole their car and took off.

Brackett's acting as if Loomis went and unlocked Michael's door and walked him out the front gate and let him leave.

He probably felt or suspected Loomis didn't have enough security measures to prevent Michael from escaping and after the loss his daughter, it was quite human to find someone to blame.

Brackett was going insane due to the loss of his daughter. He was looking for someone to blame. Loomis was the easy scapegoat.

he lost his young'en and was looking for someone to blame. Grieving can send a sane person AWOL

He'd been saying that to Loomis all night before he even found out his daughter was dead.

Because it's easier to find someone to blame rather than think about the fact that it's possible prisoners can escape on their own, which is less comforting to think about than blaming someone. It's an irrational emotional overreaction.

Right after Bracket said that, Loomis responded, "I didn't let him out. I gave orders for him to be restrained." Loomis was just stating facts with no emotion.
