In reality, is a top-conditioned human with reflexes as quick and highly reactive as Lee's were fast enough to handle a cobra, the way a mongoose can?

Not necessarily a top conditioned man. Most decent martial artists have faster reflexes than a snake. And I mean real martial arts, not McDojo students.

Average snake strike speed is 3 m/s. Average punch speed 9 m/s. If you can block a punch, snaes are easy.
