He seemed to know a lot about all the visitors despite, in Charlies case, him only finding the ticket 24 hours earlier. That line Wonka says about reading all about him in the papers was clearly a lie. Furthermore, Slugworth (who was really in Wonkas employ) always turned up to entice the kids the moment they found the tickets. How did they know who would find them if the whole thing wasn't a set up?
