It's not confirmed yet but, I hope it is true.
But, that might be a catch 22 for Warner Brothers as they were the ones that forced Johnny out of the Fantastic Beasts franchise. So if they remove Amber Heard from this movie, they're going to make themselves look like the hypocrites that they are. But then again if they don't remove her from the movie, they're going to lose out on the paid asses in the seats that are Johnny Depp fans.

The rumors are flying, and people are taking them as fact. But WB has not said anything. There is NO official statement at all.
