Openly racist and proud. Introduced copious drugs into black neighborhoods and got them hooked in an attempt to make white neighborhoods safer. Hope he's having a good time rotting in hell.

Was he aware of any of that? Seems like someone else in his administration would have had direct access to an agency capable of doing something like that.
