Nielsen has weekly ratings but not all weekly lists are available on the internet as far as I can tell: https://en.wikipedia.org/wiki/Wikipedia:List_of_U.S._television_ratings_archives
In other words, a show may have hit No. 1 for a particular week, but not appear on any No. 1 lists on the internet, which are typically lists for the overall year. What was the number one show that year.
I had been wondering about Batman, a phenomenal hit, but not appearing at the top of any lists. But there is one post that said it did hit No. 1 on a particular week: "For the week ending February 13th, Thursday’s episode of Batman was at the top of the Nielsen report" - https://www.tvobscurities.com/articles/batgirl/

According to the article, an episode of Batman (Thursday's episode, week of Feb. 13th) did hit No. 1 in the weekly ratings, but unfortunately that week is not included in the Weekly Archive list that I also linked to (which see for as fair a picture as I could find of individual weekly ratings).

And you can see, for example, that Mork & Mindy hit No. 1 for six weeks in 1979, but was the No. 3 show for the year.
So if we were to say "Famous TV Shows That Never Hit #1" would you include Mork & Mindy or not? It did hit No. 1 in weekly ratings, but not year-end ratings.
