Actually he's being too restrained by not classifying BLM as a terrorist movement too. He specifically denounced white supremacists and was referring to "good people" who just opposed the mob taking down Robert E. Lee's statue. Polls showed a supermajority of Americans, including majorities of whites and Hispanics and even a plurality of blacks, oppose removing historic Confederate statues. So Trump was siding with the good people of America.
