South Korea had a virus scare a few years back (it did not reach the US) that hit the county hard.
The government learned from this experience, took a great deal of criticism from it's people and put in place safeguards and emergency procedures for the next virus scare.
S Korea government isn't just 'naturaly' better.
Ebola did reach the US though, and a lot of people were scared by it.
