Looking for a movie from the 90s

Back in the late 90s, I remember seeing the VHS rental for this movie I always wanted to watch, but due to a sudden job opportunity that required an immediate move to another city, I never got that chance.

It was in the Westerns category shelf and I can't remember much other than the promotional or movie critic description calling it "An American Midwestern", so it was probably a movie that preceded the US expansion West of the Mississippi. I seem to remember it taking place in either Ohio or the Great Lakes area.

Does anyone recall this movie and the highlighted term?
