Small ships that are sent on long voyages must have an Emergency Holodeck Salon protocol, in case they can't get to a place civilized enough to have barbershop.

As good an explanation as any. I would assume that unlike Enterprise this was not meant for a long term mission so it wouldn't have a live barber on board.

If they can have a holographic doctor, a holographic barber is absolutely possible!

Which really does bring up the question: How the hell did the crew of the TOS Enterprise take care of their hair? They can't have had a barber in such a small crew, sometimes they went for ages without contact with Federation outposts... so who did Yeoman Rand's hair?

The original Enterprise had a crew of around 430. Plenty of room for at least one hair person.

I long suspected that haircuts in the 24th century were done by choosing a selection via computer, then sticking your head into the food replicator and then it would cut based on that choice. That or they had a Bolian barber like on the 1701-D.

It's possible they either had a styling salon on Voyager like Enterprise-D did, or they could call up a holographic hairdresser and get their hair done there.

a trip to the automated hair salon would have been a nice touch. also, having Neelix be a barber instead of the cook would have made a lot more sense.
