I think you are confusing the movie making process in the 1980´s & 90´s with that if today. You are also referring to the term "greenlit" that comes from a major movie studio 12 films per year agreement.
Speed Kills (2018) did not get greenlit, In a Valley of Violence (2016) did not get greenlit as they are part of the mass production that is VOD today. These films find stars very close to the shooting schedule, a 15 -30 day shoot, actors and directors are paid SAG-AFTRA Rates ( little money ) where the producers make all the profits.
In the past the studio & lead actors where the top dogs, now its a producers run business. John Travolta has been smart and started to produce his own films as of late. If he was to "basically strut around set like kings" he would be loosing his own money.
