I've just watched the film, and for a start you can tell by the way Johnson looks at the girl that he is at the very least having improper thoughts.
Worrying that he knew where to find her, the fact that he went alone and his reaction when the rest of the searching party discovered him and the girl.
Why didn't he tell her that he was police to stop her getting distressed?.
I don't think that he attacked the girl but i think that he wanted sex with her and probably would have if the other police hadn't turned up.
At the end of the film those images of her smiling at him are his fantasies.
If you think she is hot in this, watch her in The Cincinnati Kid, she is on fire.

Considering how great the previous Bourne film was, this was nearly unwatchable, it reminds me of when video cameras became available and the drunk person gets hold of the camera and just swings it around wildly.
She was definitely a looker in her knots landing days and considering how long ago that was she is still looking good for her age.
Yes agree, Carrie much more fun, probably more loyal and definitely better in bed (you can tell that from the way a girl looks at you)

There are a lot worse movies than The Running Man, a lot of movies that you can't even finish as they are so bad. I would agree that it is not his best but not every film in every actor's oeuvre is going to be exceptional.
