What exactly did Wanda do that caused the multiverse exactly?

I see a lot of posts and memes about it, but from what I remember it seems like Sylvie is the only one responsible. Especially if WandaVision takes place before He Who Remains got killed.

I think it was always there. In the comics there does exist alternate realities and the multiverse is basically that.
