What was the deal with the Kanit House apartment complex?

Was Sobhraj "running it" like some kind of mob boss or something, to where anyone else who lived there was basically under his thumb?

In the episode where Nadine is being harassed by Sobhraj by the pool, why doesn't anyone intervene on her behalf? Or why doesn't she act out more vocally to draw attention? The pool deck is filled with a ton of people who presumably aren't 100% cool with some woman getting the shit beat of them.

I'm also curious if it was considered "luxury" housing by 1970s Thai standards. It had a pool, which was probably kind of a big deal by 1970s Thai apartment standards, in addition to being kind of a modern/brutalist style building with contemporary amenities.

I don’t know the deal with it, but I thought the scene with Nadine by the pool was awkwardly staged. Not sure if it was the true or embellished part of this story either. The circumstances seemed contrived and the crowd size exaggerated. I didn’t get why Sobhraj just stood around while she swam a mile or two of laps either. If he suspected she was an informant then he could have been getting a head start on clearing the safe and stuffing his pockets with bribery jewels.
