Is the character Barley Lightfoot based on Chris Pratt? and why the name Barley

When I have seen previews of Onward I seem to think that Disney/Pixar based Barley Lightfoot on Chris Pratt and when I have seen Barley Lightfoot in plush dolls and pictures of him I think that they used Chris Pratt's personality and body to create Barley Lightfoot. Another thing I can't figure out is why they gave him the name Barley? Because barley is a type of grain and it seems weird to have a character named after a type of grain used in food and a name like Elfred would have been better than Barley
