10 minutes into this film. Why not kill off most of the population instead of converting people to go to Titan?

They are, thats what these vaccines are for. They probably muck up our genome to where we are still fertile BUT our offspring will be infertile/sterile. This way they curb population growth from the "trash", thats how the elites define all of us.
