I had heard that part of this movie was political satire making fun of the bureaucracy of the Japanese government. As an American, however, and judging only from what I saw in this movie, the Japanese government looks more efficient than mine. The way the movie was paced, it looked to me like the Japanese had to coordinate with lots of people, yes, but that everyone was, at least, ready to do their job and they reacted quickly when orders came through.
If I were to satirize either the American or other governments I'm familiar with, those phone calls would come through in response to Godzilla and someone would pick up saying "Sorry, the secretary is on vacation this month. I'll connect you with his deputy." And then the deputy's assistant would tell you he's in a meeting and will call you back later after lunch.
