I can't say I blame him since in the end when they finally did Red Skull again it was a very small role. I myself was surprised at his appearance in Infinity War. That's a villain who seriously got a fate worse than death.

Sounds like hed have been up for a major role as RS. but not the minor role in IW/EG with cameo payday.. marvel probably figured hed be up for a cameo like Robert Redford, Rene Russo etc and he couldn't be paid anything like he must've got for Cap1:TFA for cameos

As a huge Avengers fan I’m ashamed to say I honestly didn’t notice it wasn’t Hugo Weaving under all that make-up.
