Shades Of Blue is better than The Shield

I've seen both and I rate Shades Of Blue higher.
Shades Of Blue has more interesting characters, and more suspense.

Southland might be better than shield - this, probably not.

Southland was truly excellent (and I loved The Shield). I really wish it had gotten more seasons.
