Do you think he is/was evil, as in always, or just became one at a certain time?

If Tony Blair was a man of good, politician or no politician, would he have even remotely agreed to have UK along with the US in 2003 invade Iraq and especially do so in a manner that violates the legal and moral grounds of decency and lie about the existence of WMDs?
