I don't find it surprising. He seems to have a big ego about his rank of general, and likely values the legitimate soldier. It's even enough to allow Warren to sit and talk with him once he accepts that they shared a battle field. That's a big deal for him because he's a racist *beep* who refused to speak to him at first. So I think he sees a bounty hunter as an illegitimate law man or soldier in a way, and he resents that.
Also, I don't see him as a 'patriot' whether real or fake. I think he's a confederate loyalist and probably dislikes any of the yankees he comes across, and likely hates the North/US because, again, he's a racist *beep* and still has pride in the confederacy.
He also had the added motivation to not speak with certain people because of his deal with Jody, but I actually think he was basically straight forward with his feelings and opinions in general. But if he though speaking to Ruth could put him in danger he could still be truthful and dismiss him at the same time.
