Yes, it's still set in the 80s.

There was an episode called 1990- something, which everybody hated. It received negative reviews. After that episode, things are back to normal. The episodes are set back in the 80s, with the regular characters. The 1990- something episode was considered so bad that they replaced it with a different episode called "hail Barry." If you look for the episode on IMDB, it has been removed. But it can be seen on Hulu. If you look on Hulu, you will see that 1990- something and Hail Barry are both listed as season 5, episode 14.
