Indeed The Farce Awakens was an abomination. The Last Jedi was bad but it largely followed the path that TFA laid out for it. Jar Jar was given considerably more power and creative flexibility to come up with a good story than yes man Johnson and all he could come up with was hitting the reset button with the laziest piece of crap, soft reboot imaginable. It was suggested by Mark Hammil himself that desired to ruin and kill off Luke came from above Johnson as this was a large part of the reason that the original episode 9 director was fired as he was very much against killing off Luke.
To assume that Johnson wold have sole power over such a major creative decision is naive. He's a go along "yes man" while Treverrow was being "difficult" and had to be fired. Mark Hamill loved his ideas and it would be interesting to see exactly what he had in mind.
