I am asking in all honesty because I don't get the appeal at all. I have yet to laugh, snicker, or even smile at anything I have seen him do.

Almost anyone can be funny if they have the right material and he most definitely needs funny material.

but his slightly retarded persona in his characters are well done and suit him the most..
I have seen Zach's stand up in a comedy special. It took me by surprise considering I first saw him in the Hangover films. I actually found his stand up funny.

He's done a lot of work where he has been very funny. But the way he acted in this was very weird (stupid) and it wasn't like anything else that I've seen by him. The way he spoke in this movie really annoyed me.

Not in everything. He has a very particular, odd style of comedy. It isn't for everyone and imo it rarely translates well in film. I would say I found him quite funny in Keeping Up with the Joneses and only sometimes on Between Two Ferns.
