Diverse Bond films make logical sense

Bond HIMself is a caucasian male of Scottish-Swiss ancestry, not female or anything else. The character cannot change.

But re diverse casts around him, aren't the current intelligence agencies 'diverse'? MI5/6, NSA, FBI and CIA?
