Making the child cry was a crime?

I understand that making the child cry was mean. But didn’t the parents overreact? The mother threw a trash bin at the car, calling him a pervert. Then they filed a report with the police. The police then put a wanted photo.

He didn’t anything that bad to get police involved. He just said the parents didn’t love her and wanted to put her in a home. Nothing worse than anything she’d hear from the school bully.
