If it was split into 2 films

With the running time being almost 3 hours (including deleted scenes like the Joker Arkham interrogation) what would you personally consider to be the right moment to cut to end credits if you were splitting this into 2 films, making sure it ends well paced at an even moment?

To me the film's finale felt rushed with the city flooding so those scenes could be easily extended to make the second film longer.
