Possible plot hole?

If the Omega can reset the day and it seems to be aware of things, since it sent the Cruise character to the German dam for a trap, then shouldn't it command the attack force to start with new strategies instead of always repeating the same attack patterns?
Seems like it could have the element of surprise to help it win against Mr. Groundhog Day.

The Omega resets the day, but the Alpha controls the reset

So only Cage recalls what happens on each repeat

The Omega only knows that the repeat occurred and that its Alphas are not in control of the reset

So it sends out the Curnera dam vision to lure whoever DOES have the power, hoping to get it back
