So let me get this straight

The Metkayina Tulkun whale managed to gather the other whales and regroup together to attack the humans who killed his mother right in front of him and yet the Metkayina clan considers him a murderer in spite of that? Also, when Tonowari said, "Killing no matter how justified also leads to killing", what he meant is that killing in self defense is bad even if it's justified? Sorry, but I'm calling bullcrap on that one.

Everyone is supposed to take risks for the greater good. To defend yourself and to protect others from those who kill your loved ones.

Look, I didn't hate the movie. I was baffled at what was established here.

The Tulkun decided to not kill ever, they went full pacifist. And as a full pacifist, any form of violence, especially killing, is not acceptable for pacifists. So it is only consequent that they outcast the one Tulkun, after he break their laws. And the Na'vi as soul mates follow their lead.
Also you shouldn't forget that everything on the planet seems to be connected to Eywa. So we can assume that also predator respect it somewhat. And if you avoid going into their hunting grounds, you would be able to live in peace. Humans are not like this, something completly unknown to the inhabitants of Pandora. So the Pacifist tour would be not working at all with humans.
