Could a Cobra organization exist in the real world?

Or are there too many world challenges that would prevent such a group to emerge?

This is a very intriguing question.

Since the US-Afghan intrigue of the days of Charlie Wilson (presented actually in an engaging Mike Nichols film starring Tom Hanks), events such as 9/11 and the emergence of ISIS has made people wary of the anti-globalization sentiments that give rise to pro-terrorism factions.

Can we simply blame the Israel-Palestine mess since the end of WWII for these problems? Not really, since OPEC issues have created a new fork between the US and the Middle East (presented actually in the engaging Stephen Gaghan film Syriana starring George Clooney).

Ironically, you can be a pro-capitalism U.S. President (i.e., Donald Trump) and not favor pro-globalization peace treaties involving NATO. We've seen President Trump imply very bravado-toned philosophies about the opportunity for America to be the Big Boss of Capitalism. In such a climate, we can see 'democracy-defenders' such as the Trump Administration actually NOT champion pro-peace initiatives that would quell the passions that give rise to pro-terrorism sentiments.

I remember an episode of G.I. Joe (the 1980s animated series), in which G.I. Joes and Cobras had to work together, and sometimes the Cobras were more 'patriotic' than the frustrated Joes.

I'd like to ask the follow-up question, "Is it possible that our modern world creates a demand for a 'G.I. Joe'-esque anti-terrorism 'force'?"

After the fall of the Batista regimen in Cuba, the revolutionaries Castro and Guevara struggled with the challenges of creating a post-Batista government that resisted any temptations for autocratic rule, despotism, and anti-agrarian martial law.

In other words, G.I. Joe and Cobra signify a human awareness of the basic instincts that make people either paranoid or suspicious of the spread of capitalism.

I'd like to see a G.I. Joe film in which key Joes (e.g., Duke, Shipwreck, etc.) defect and join Cobra, while key members of Cobra (e.g., Storm Shadow, Baroness) defect and help angry Joes (e.g., Snake Eyes, Beach-Head) overcome the betrayal of the defecting Joes and the potential anarchy in Cobra it engenders.

DUKE: The new film Syriana is causing controversy.
COBRA COMMANDER: Americans are 'itching' about ISIS.
DUKE: The media has much influence in modern times.
COBRA COMMANDER: Terrorism seems very 'sane.'
DUKE: Americans feel brainwashed.
COBRA COMMANDER: You should join Cobra!
DUKE: That does not seem ludicrous, ironically.
COBRA COMMANDER: I think Baroness is romantically involved with Snake Eyes.
DUKE: That shouldn't deter any joint-mission you and I plan.
COBRA COMMANDER: Never underestimate Snake Eyes, Duke.
DUKE: America needs more than rhetoric right now, Cobra Commander.
COBRA COMMANDER: Can I trust you?
DUKE: We should create a 'martial law system' for the sake of order.
COBRA COMMANDER: Maybe Syriana is advertising socialism.

It could. Its recruiting tool would be the web, its soldiers people disillusioned with their lot in life. Look at ISIS (ISIL?).

If the militia/QAnon crackpots got their shit straight and colluded with the right far-right billionares and arms dealers, they could emerge as an Americanized ISIS/Taliban.
