Sheriff Barker was the most worthless character in the franchise. Why wasn't Hawkins the sherrif?

Hawkins was an deputy back in the 70's, wouldn't it have made sense for him to be sheriff in current day? but no he's still a deputy 40 years later, why was this worthless stooge Barker the sheriff, going around in a suit and cowboy hat? Why was Barker's character even needed?

Barker does nothing in each movie, in this he does nothing, in Kills he's worthless everyone's running over him, in Ends he's non existent and makes a cameo at the end again doing nothing.

He could've been just made the mayor, looked more like a mayor than a sheriff the way he was always in a suit and a cowboy hat, never seen a sheriff go around dressed like that.

Severely underused.

Always assumed that there's a bit more to Hawkins's backstory in that regard, like after '78 he was viewed as too unstable to be in charge? That's not actually what I think, just sort of a random example as I type.

Barker seemed to exist primarily to remind us that Hawkins wasn't the only/top cop
