What happened to Mark?

I'm on season 4 right now and theres still no explanation as to what happened to Mark, he was a regular character in seasons 1-2, then after season 2 he just vanished without any explanation. And no one in the department seems to care, did the actor leave over some dispute or something and they just got rid of his character as if he was never there?

Its just the oddest thing i've never seen a regular character on a show just vanish with no explanation.

Its been a while, but IIRC at the end of season everyone at the city was worried they would lose their jobs as the city was going broke. In the season finale Mark said he got a job in the private sector.
