Going on looks/personality/all etc. I'd go for Will personally, his awkwardness and sarcasm is hilarious.

Despite his perviness - Jay. I think he's hilarious.

Will is too pretentious. Simon is too wishy-washy. Neil is too dumb (although kind-hearted).

Simon. They try to hide his good looks with his dorky mannerisms and hairstyle but there's no way a guy that looks like him would be unpopular with the ladies.

I think he is quite smart when he is not busy being dumb.
