What's up with all the blurry shots?

A number of scenes in this movie were either blurry/out of focus or had certain sections of the frame blurred. Was this just bad camerawork?? The first three shots we see in the movie are all out of focus. At around 52 minutes we see the worst example of this when Doug is standing in the soup aisle. Both the top and bottom of the frame has an extreme motion blur applied to it, almost as if they were attempting to blur the labels on the soup cans so that they couldn't be read. But the blur is so poorly done it actually blurs the top half of Doug's head! WTF is up with that!?
