You do know that:
1) It's fiction.
2) It's fiction that has it's origins in the late 30's when when science was not as advanced, so the explanation would be missing details.
Shakespeare has a lot of plot holes in it too but no one complains.

Okay, how's this for an answer. Steve had poor health from the time he was a child. As a result he suffered from stunted growth. The height he becomes after the treatment was the height he would have achieved had he been healthy from the start.
