Is he redeemable?

I don't know much about him in the comics, but this film creates six magic beings, while there are clearly seven seats available.

Is the seventh seat so the Rock can sit in the Rock of Ages?

Or is he just always evil? (I figure so since he's got evil pointed ears)

The current version is certainly quite capable of villainous deeds but is more of a morally ambiguous antihero. In many respects, he is the anti-Superman in his contemporary portrayal.
